湖南国际工程建设有限责任公司(HIEC)是在整合原中国湖南国际经济技术合作有限公司的优势资源的基础上，按照现代企业制度成立的全资国有有限责任公司，是具有独立法人资格的大型综合性对外经济贸易企业。公司具有房屋建筑工程施工总承包贰级资质，对外劳务合作经营资格，且通过ISO9001：2000质量管理体系认证，主要经营国内外承包工程、国际劳务合作、国际贸易和国内贸易、对外经济援助业务。
公司自成立以来，面向国内国外，先后承担了美国关岛住宅工程、泰国长城宾馆、斯里兰卡教育学院工程、斯里兰卡考试中心工程、新加坡住宅工程等国际工程承包工程；完成了阿尔及利亚改尔玛陶瓷厂改造工程、越南海阳陶瓷厂设备改造工程、越南建筑陶瓷总公司煤气炉建设及窑炉改造系列项目、坦桑尼亚基畏那煤矿生产区工程、加纳农田水利建设工程等成套项目；实施了援密克罗尼西亚农场项目、越南陶瓷技术合作项目、援委内瑞拉竹藤编织项目等技术合作项目。涉及工业、农业、服务业等行业，所建项目的土建及安装工程质量优良，获得国内外业主和我国政府有关部门的好评。
我公司是湖南省规模最大、历史最长的经营国际劳务合作的公司，从1983年开始开展国际劳务合作业务，专业性从事外派劳务已有二十多年的历史。经过多年的开拓，公司先后向德国、日本、毛里求斯、新加坡、爱尔兰、乌克兰、越南、柬埔寨、泰国、英国、缅甸、澳门、孟加拉、蒙古、韩国等二十多个国家和地区派遣了17000多人次各类劳务人员，包括厨师、制鞋工、模具工、缝纫工、酒店服务员、建筑工、电子装配工、渔工等三十多个工种。特别是在对德国输出厨师劳务方面，形成了一定规模，取得了较好成绩，所派出人员均受到雇主的好评，并形成了招募、培训、办证、派遣、管理一套运作体系、拥有一支业务娴熟、经验丰富的精干队伍。在日本研修生输出方面，我公司也一直走在湖南省的前列。我公司是中日研修生协力机构成员，从1994年开始向日本派遣研修生。工种包括缝纫、厨师、建筑、水产加工、农艺、铸铁等。由于有着多年的实践，我公司在研修生招收和在日本的管理方面都积累了一定的经验。我公司派遣的研修生都通过严格的培训，能够吃苦耐劳，遵纪守法，因此深受雇主好评。此外，本公司还与国内的其他劳务合作公司和生产企业建立了较为密切的联系和合作关系，相互交流，取长补短，是很好的合作伙伴。为了提高出国劳务人员的工作技能和思想素质，公司专门成立了培训部，先后组建了缝纫工培训基地、厨师培训基地、电子装配工培训基地、建筑工培训基地等。

INTRODUCTION
On the basis of restructuring the advantaged resources of Hunan International Economics and Technical Cooperation Corp.,(CHIETC) and in accordance with modern enterprise system, Hunan International Engineering Construction Co., Ltd.(HIEC) runs as a wholly capital , state-owned Ltd., and a large comprehensive foreign trade enterprise possessing independent corporation. With the due efforts, HIEC has been awarded the general contrating qualification Level-2 undertaking the civil engineering of buildings construction, the certificate of approval for enterprises with labour service coopration and has also been attested under the ISO 9001:2000 Quality management System Certificate. Our company mainly operates such business as contracting engineering projects at domestic and abroad, international labour service cooperation, international and domestic trade, projects aiding to foreign countries.
Since the inauguration, our company has won a good fame both from the foreign clients and our government departments for the best quality achieved in the civil works and erections done by us. In the past years, we have successively undertaken such overseas contracted engineering as the Guam Housing in United States, the Great Wall Hotel in Thailand, the Akmeemalla Educational College, and the Examinations Center,etc., located in Sri Lanka and the Housing in Singapore; completed many projects of Guelma Ceramics Union Innovation in Algeria, Haiduong Porcelain Company Innovation of Machinery in Viet Nam, Vietnam Glass and Ceramic for Construction Corporation, Halong Ceramic Company- Coal Gasifier project and Kiln stove Innovation, the Kiwira Coal Mining Production Area in Tanzania, the Rice Field and Irrigation Works in Ghana; and carried out such technical cooperative projects as Farm Project Aided to Micronesia, Ceramics Technical Project in Viet Nam and Bamboo-weaving Technical Project Aided to Venezuela and so on, covering industry, farming, service industry etc.
HIEC is the biggest and earlist company that runs the international labour cooperation business in Hunan Province. Since the beginnig in such business in 1983, we have specializely dispatched labour abroad more than 20 years. After many years’ development, in more than twenty countries and regions such as Germany, Japan, Mauritius, Singapore, Ireland, Ukraine, Vietnam, Cambodia, Thailand, England, Burma, Aomen, Bangladesh, Mongolia, South Korea, HIEC has successively dispatched more than 17,000 person-time of labour service in 30 fields, including chef, shoes makers,sewing machinists, mold labour, hotel attendants, building workers, electronic assemblers, fishing industry workers and so on. Especially, cook project in Germany has formed certain scale and obtained good operating achivements. All the cooks we dispatched have won high praise of employers. We have formed a regular running system, including recruitment, training, dispachment and management. And we enjoys skilled managers with rich experience. In the Japanese trainee project, HIEC also walks in the front row in Hunan Province. As a member of Sino-Japan Trainee Organization, we have dispatched trainees to Japan since 1994, covering lots of fields such as sewing, chef, building, aquatic product processing, agronomy, iron casting and so on. Due to the many years’ practice, we have accumulated profound experience in the domestic recruitment and management in Japan. For the strict training, we have won a good fame from the clients for the hard working and observing discipline and obeying the law of the trainees. Moreover, HIEC has established cooprative relations with other domestic labour service cooperations and enterprises. Moreover, in order to enhance the mental quality and working skills, our company especially established training department. Trailoring training base, chef training base, electronic assembler training base and builder training base have been successively established.
HIEC enjoys a qualified technical staff with rich experience working abroad. They have a competent grasp of technology and adminisration. Among our 197 members, 102 employees are technical professionals and 54 are ecnomic and financial supervisors, 90 persons are entitled with technical titles in middle and/or high ranks.
